The Special State Protection Service of the Republic of Azerbaijan is a
special military unit that is directly in the command of the President of
the Republic of Azerbaijan. The main duties of the Special State Protection
Service are to organize and provide security of the President of the
Republic of Azerbaijan and other state protection objects and also of heads
of foreign states and governments (Foreign missions) while their being in
Azerbaijan, to organize and provide security of objects of the Office of the President, National Assembly, Constitutional Court, Ministry of Foreign
Affairs and Central Election Commission.
The Special State Protection Service as a subject of the
counter-intelligence activity carries out operative search activity in the
field of security provision of state protection objects and protected
objects; organize Presidential communication and special communication.
Establishment and operation of Internet network between state authorities
is also carried out by Special State Protection Service.
Special State Protection State have been organizing and providing security
and protections of parts of export oil pipelines passing through the land
since 2003.

The National Guard of Azerbaijan (website) was established by Decree 524 of 25 December 1991 of the President of the Republic of Azerbaijan. In early years military service in National Guard was voluntary on the basis of a two-year contract. The selection of personnel was carried out with the help of the Human Resource Departments of Ministry of National Security, Ministry of Internal Affairs and Ministry of Defense.
The color of the National Guard of the
Special State Protection Service of the Republic of Azerbaijan is prescribed by a Decree signed on 4 October 2005 by the President of the Republic.
The flag measures 114 cm x 145 cm and is horizontally divided
blue-red-green, like the national flag of Azerbaijan. On the obverse of the
flag, there is a white crescent (height 38 cm) and eight-pointed star
(height 20 cm) in the middle of the red stripe and the golden lettering
AZƏRBAYCAN UǦRUNDA! (For Azerbaijan!) in the blue stripe. The inscription is 95 cm long and 7 cm high.
On the reverse of the flag, there is the yellow emblem of the Special State
Protection Service (height 48 cm) in the middle of the red stripe, the
golden lettering XÜSUSİ DÖVLƏT MÜHAFİZƏ XİDMƏTİ (Special State Protection Service) (136 cm long and 5,5 cm high) in the blue stripe, and MİLLİ
QVARDİYA(National Guard) in gold (92,5 cm long and
8 cm high) in the green stripe.
